Dear Sirs,
Carefully studying RFQ for procurement of insulated aerial platform trucks #RPWR-UE-6-1 for needs of Private Joint Stock Company “National Power Company “Ukrenergo” in accordance with World Bank Procurement Regulations for IPF Borrowers we discover conditions which are blocking us as aerial manufacturer with more than 50 years experience to participate in it. Considering complexity of project, high price and social importance we kindly asking to Customer to answer to following questions in order to quote best products with all necessary options and right configuration to work on live lines up to 765kV:
1. Could you specify list of works which will be performed on live lines up to 765kV by using these insulated trucks on height 45m?
2. Technical characteristics of 45 m poles where will be used these insulated trucks?
3. How was calculated 45m working height for specified poles?
4. At documentation mentioned what aerial insulated trucks with be used for construction and repair. Does it means that on stage of construction lines will be de-energized and insulation up to 765kV will be not requested?
5. What type of works customer perform right now on energized lines? What is current voltage?
6. Does customer have trained and certified line mans to perform live line works on energized lines from aerial devices on 765kV? What method of live line works they trained and certified?
7. What practices will be used to insulated personal from potential of phase to earth?
8. What testing facilities will be used to confirm dielectric rating of aerial trucks at moment of delivery and on yearly basis? Test procedures to confirm 765kV dielectric rating.

Considering that most of pole construction and repairs works worldwide mostly performed on de-energized lines we would like to propose to consider to Customer other type of equipment like digger derricks which could be used as powerful crane, digger, special equipment to erect poles and fiberglass last section with allows to use them as insulated aerial device and work with bucket for lift personal. That will allows to use World Bank found more efficient and gives more opportunity to fair competition.

1. Please confirm if we can offer goods rated at 500KV instead of 750KV?
2. The 45 mtr unit is possible however cannot be mounted on a European chassis. Can we offer alternative chassis'?

1. Can we offer a chassis of 4.4 meter high? This would allow us to offer the 765KV but would require the end user to have a permit for the chassis to be driven on public roads in Europe. That is something the owner needs to apply for each time they want to drive.
2. Can we offer our 67 meter unit instead of the requested 46 meters?

Is it acceptable to certify the unit according to an ANSI A92.2-2021 standard (American National Standard for Vehicle-Mounted Elevating and Rotating Work Platforms) and provide it with an EU certificate of origin that the unit is produced in EU?

Can the rear axles have a double tires of 315/80R22.5 and front axle tires 385/65R22.5 for maximum load capacity?

Does the training need to include live-line bare-hand operating procedure teaching or is it sufficient to have only mechanical, functional and service training for the unit?
